In general, it is appropriate you do the Liability Action process with your intent behind it, and you definitely need to sign your own documents. However, if someone else is creating the documents for you it is not going to affect the validity.
For specific cases where, for example, a family member in a separate dwelling (home) is unwell and not able to carry out this process, you may do a separate process for him/her with his/her address as the meter location. In this case, this would likely need to be indicated on Page 10 of your Notice of Liability.
